Does Martian soil contain a detrimental substance?

According to Yahoo News, the Mars Phoenix Lander may have discovered the presence of perchlorates in the Martian soil. Since perchlorates are highly reactive substances, this would be bad news for those who hoped to find microbial life living in the Martian soil.
